One form out. One debrief back.
Run a proposal color-team review without the merge nightmare — one form out, one debrief back. The tool turns a color-team review from a pile of mismatched documents into a single, defensible consensus — and the 16:9 debrief deck that comes with it.
Runs in the browser · works fully offline · your proposal data never leaves your machine
Five reviewers. Five formats. One deadline.
Color-team reviews are where good proposals get sharper — and where review leads lose a day stitching feedback together by hand.
Everyone works differently
One reviewer marks up a slide deck, another emails a Word table, a third types into chat. Nothing lines up.
The lead becomes a copy machine
You spend the night before the debrief transcribing comments into one deck instead of adjudicating them.
Findings lose their citation
By the time it's consolidated, half the strengths and weaknesses no longer point to where they live in the proposal.
Set it up once. The tool does the stitching.
A review lead configures the review, hands out forms, and gets structured results back. Three steps, no spreadsheets.
Define the review
Pick the section or volume — Technical, Management, Past Performance — then add your evaluation factors and compliance items. Codes and definitions follow source-selection language.
Hand out standalone forms
Export a self-contained HTML form and send it to each reviewer. They open it in any browser — nothing to install — record findings and compliance, and send back one results file.
Consolidate & debrief
Drop the results files in. Every finding rolls up by factor, where you edit, merge, or delete, set an adjectival score, and export a branded 16:9 debrief deck — in HTML or PDF.
Built for the way evaluators actually score.
The vocabulary of a real source-selection debrief — coded findings, citations, adjectival ratings — not a generic feedback form.
Coded findings
Strengths, significant strengths, weaknesses, risks, and deficiencies — each with a proposal reference, an RFx reference, and a recommendation to improve.
Standalone reviewer forms
Export an HTML form per review. Reviewers need no account and no software — it autosaves in their browser and exports one clean results file.
Consensus adjudication
Every reviewer's findings merge by factor. As lead, you edit, combine, or cut any finding and set the consensus score — the judgment stays yours.
16:9 debrief deck
Export a branded, presentation-ready debrief — title, per-factor summaries, coded finding tables, and a compliance matrix — as HTML or print-to-PDF.
Compliance roll-up
Track Section L requirements as fully, partially, or non-compliant, see every reviewer's call side by side, and resolve one consensus status per item.
Offline & private by design
One HTML file, no server, no telemetry. Ideal for restricted networks — nothing about your proposal ever leaves the browser.

The practical stuff.
Q Does anything get uploaded?
No. The tool is a single HTML file that runs in your browser. There's no server and no account — findings live in the page and in the files you export. It works with your network disconnected.
Q What do my reviewers need?
A web browser. You export a standalone form and send it to them; they open it, fill it in, and send back one results file. Nothing to install and no license needed to review.
Q Is this cleared for CUI?
The tool stores nothing off your device, but only you can determine what's appropriate for your data. It's built for unclassified proposal reviews on your own systems; confirm handling requirements against your program's rules.
Q Can I run Technical and Management?
Yes. Each volume is its own review — set it up, distribute its forms, and export its debrief. Reviewers on multiple volumes simply receive a form for each.
Q How do updates work?
The full version is a one-time purchase with free updates within the current major version. You'll get the download link by email at checkout.
Q Team or site license?
The standard license is single-user. For multi-seat or an agency-wide license, email services@trujurnitech.com and we'll sort it out.
